भोपाल में दिसंबर ’84 यूनियन कार्बाइड के  गैस कांड के पीड़ितों के पाँच संगठनों के नेताओं ने आज एक पत्रकार वार्ता में यह आशा जताई कि प्रधानमंत्री अपने भोपाल दौरे में कार्बाइड कारखाने और उसके आस पास के प्रदूषित इलाके को देखेंगे और पीड़ितों के संगठनों से मुलाक़ात करेंगे । सितम्बर 4 को कलेक्टर को सौपे गए एक आवेदन के मार्फत संगठनों ने प्रधानमंत्री से मुआवज़ा,आपराधिक मामले और ज़हर सफाई पर बात करने के लिए 15 मिनट का समय माँगा है ।

भोपाल गैस पीड़ित महिला स्टेशनरी कर्मचारी संघ की अध्यक्षा रशीदा बी ने कहा, “1 अगस्त 2014 से 17 मार्च 2015 के बीच हमने प्रधानमंत्री को 6 ज्ञापन भेजे हैं पर उनमें से किसी का भी जवाब नहीं आया है ।  हमने प्रधानमंत्री से यह गुहार की कि जिन गैस पीड़ितों को मुआवजे में पहले मात्र 25,000 रूपए मिले हैं उन्हें केंद्र सरकार की तरफ से 1 लाख रूपए दिए जाए परन्तु प्रधानमंत्री के दफ्तर से हमारे ज्ञापनों को रसायन मंत्रालय को भेजने के अलावा और कोई कार्यवाही नहीं हुई है ।”

“परित्यक्त कारखाने के आस-पास  पर्यावरणीय प्रदूषण के ज्वलंत मुद्दे के प्रति प्रधानमंत्री का ध्यान आकर्षित करने के लिए हमने हर संभव प्रयास किए हैं। भोपाल में हर रोज कई नए लोग इस ज़हरीले प्रदूषण का शिकार हो रहे हैं पर प्रधानमंत्री ने आज तक डाव केमिकल को भोपाल की सफाई के लिए मजबूर करने के लिए कोई कदम नहीं उठाया है”, कहते हैं भोपाल गैस पीड़ित निराश्रित पेंशनभोगी संघर्ष मोर्चा के बालकृष्ण नामदेव।

भोपाल ग्रुप फॉर इन्फॉर्मेशन एंड एक्शन की रचना ढिंगरा ने कहा कि, “वर्तमान प्रधानमंत्री के साथ सबसे बड़ी निराशाजनक बात यह है कि उनके निर्देश में काम करने वाली सी.बी.आई. की कार्य प्रगति अत्यंत दयनीय है। मोदी जी के अधीन सी.बी.आई. ने डाव केमिकल की भारतीय शाखा के खिलाफ रिश्वतखोरी के मामले से हट गई, डाव केमिकल को आपराधिक प्रकरण में हाज़िर करने में दो बार असमर्थ रही और यूनियन कार्बाइड के भारतीय अधिकारियों के खिलाफ सज़ा बढ़ाने के लिए एक बार भी तर्क पेश नहीं किए हैं।”

“पिछले 1 साल के निराशाजनक अनुभव के बावजूद हमें उम्मीद है कि प्रधानमंत्री स्वयं पीड़ितों की मौजूदा हालत और ज़हरीले प्रदूषण की स्थिति के बारे में हालिया जानकारी लेने का प्रयास करेंगे। हम आशा करते हैं कि मुआवज़े, ज़हर सफाई और हत्यारी कार्बाइड को सज़ा जैसे लंबित मुद्दों को सुलझाने की कोशिश करेंगे,” कहते हैं भोपाल गैस पीड़ित महिला पुरुष संघर्ष मोर्चा के नवाब खाँ।

डाव-कार्बाइड के खिलाफ बच्चे की साफरीन ख़ान ने कहा कि अगर प्रधानमंत्री भोपाल के गैस पीड़ित इलाको में नहीं जाते, पीड़ितों के संगठनों से नहीं मिलते यह ऐसा होगा कि कोई हिन्दू बनारस जाए और काशी विश्वनाथ मंदिर ना जाए ।

Bhopal Gas Victims orgs urge Prime Minister Modi to grant brief mtg to discuss issues of compensation, criminal justice and clean up during his visit to Bhopal on 10 Sept

At a press conference today leaders of the five organisations of survivors of the Union Carbide disaster in Bhopal expressed hope that the Prime Minister will visit the disaster site and surrounding contaminated area and meet with the representatives of survivors’ organisations during his maiden visit to the city. Through an application to the Collector on September 4, the organisations have sought a 15 minute meeting with PM to discuss lingering issues of compensation, criminal justice and clean up.

Rashida Bee, president of Bhopal Gas Peedit Mahila Stationery Karmchari Sangh said, “From 1st August 2014 to 17th March 2015 we have sent 6 petitions to the Prime Minister and have acknowledgements on three and response to none. We urged the PM to provide ex gratia relief of Rs 1lakh to all those gas victims who were only paid Rs 25,000 as compensation. However all that happened was our petition was redirected to the Ministry of Chemicals & Fertilizers.”

“We have done our best to draw the attention of the Prime Minister to the burning issue of environmental contamination around the abandoned factory site. This toxic contamination is finding new victims every day in Bhopal but the Prime Minister has not taken a single step to make Dow Chemical clean up Bhopal”, said Balkrishna Namdeo of Bhopal Gas Peedit Nirashrit Pensionbhogee Sangharsh Morcha

Rachna Dhingra of Bhopal Group for Information and Action said that the worst disappointment they have faced with the present Prime Minister is with regard to the abysmal performance of the CBI which is directly under the PMO. “Under Modi’s charge the CBI has deliberately abandoned the bribery case against Dow Chemical’s Indian subsidiary, twice failed to make Dow Chemical appear in the criminal case and has not once argued the case for enhancement of punishment of Indian officials of Union Carbide.” she said.

“Despite this gloomy history we are hopeful that the Prime Minister will make an effort to know first hand about the current condition of the victims and the status of the contaminated factory site. We hope he will make an attempt to resolve the long pending issues of compensation, clean-up and punishment of killer Carbide.”, said Nawab Khan of Bhopal Gas Peedit Mahila Purush Sangharsh Morcha.

Safreen Khan of Children Against Dow-Carbide said that “If the Prime Minister’s does not visit the disaster area, does not meet the survivors it would be like a Hindu going to Varanasi and not visiting the Kashi Vishwanath Temple.”

Bhopal Gas Survivor organisations demand straight answers on secret transport & disposal of 10MT of Union Carbide waste and endangering the lives and health of residents of Pithampur

At a press conference today leaders of five organizations fighting for the rights of the survivors of the 1984 Union Carbide disaster in Bhopal demanded straight answers from concerned ministers on the secret transport & disposal of hazardous waste from the Union Carbide factory.

The organisation charged the Dept of Gas Tragedy Relief & Rehabilitation, Madhya Pradesh government of violating the directions of the Supreme Court regarding the disposal of the waste and endangering the lives and health of neighbourhood residents of Pithampur.

The organisations expressed regret that instead of focusing on the vital task of scientific assessment of the contaminated area around the abandoned factory, the governments at state and center are causing Bhopal like disasters through thoughtless actions.

Rashida Bee, President of Bhopal Gas Peedit Mahila Stationery Karmchari Sangh said “In September 2010, the then state environment minister had objected to the disposal Union Carbide waste at Pithampur on the basis that it would lead to the contamination of the Yashwant Sagar reservoir; the source of drinking water for all of Indore. We want to ask him what is currently being done to protect Indorian’s water from getting contaminated.”

Balkrishna Namdeo, President of Bhopal Gas Peedit Nirashrit Pensionbhogee Sangharsh Morcha      demanded to know from Mr. Babulal Gaur, the then minister of Gas Relief, the steps that had been taken to address his serious doubts regarding the capability of Pithampur facility to handle Bhopal waste. In the Group of Ministers meeting held in October 2012, Mr. Gaur was opposed to any decision on test incineration of Bhopal waste in Pithampur as he believed the facility here ranked among the lowest in the country.

Nawab Khan of Bhopal Gas Peedit Mahila Purush Sangharsh Morcha also demanded to know what steps had been taken by the Department of Gas Relief to alert and protect neighbourhood residents and factory workers who were identified as potential victims in the event of incineration as per its own affidavit filed before the Supreme Court in February 2013.

Rachna Dhingra of the Bhopal Group for Information and Action expressed apprehension that the directions of the Supreme Court with regard to the ongoing test incineration were being violated. She says that there is nothing to show that the entire operation has been and was being videographed. She expressed particular concern with the absence of monitoring of dioxin and furans that only CPCB expert is capable of who is not on the scene.She pointed out that during the incineration trial runs at Pithampur, people of the area were exposed to dangerous levels of dioxins 6 out of 7 times.

Safreen Khan of Children Against Dow-Carbide pointed out that the disposal of waste at Pithampur was not protecting Bhopalis from Union Carbide’s poisons which are in the soil and ground water. She presented qualitative reports that show the contamination in the ground water has spread much beyond the 22 communities that the Indian Institute of Toxicology Research, (IITR) had marked as contaminated in 2012.

भोपाल में 1984 के यूनियन कार्बाइड हादसे के पीड़ितों के हक़ की लड़ाई लड़ने वाले पांच संगठनों के नेताओ ने आज एक पत्रकार वार्ता में यूनियन कार्बाइड कारखाने से ज़हरीले कचरे को  गुपचुप स्थानांतरित एवं निष्पादन के बारे में सम्बंधित मंत्रियों से स्पष्ट जवाब की मांग की ।

संगठनों ने मध्य प्रदेश सरकार के भोपाल गैस त्रासदी राहत एवं पुनर्वास विभाग पर ज़हरीले कचरे के निष्पादन के सम्बन्ध में सर्वोच्च न्यायालय के आदेश की अवहेलना करने और पीथमपुर के निवासियों के जीवन और स्वास्थ्य को खतरे में डालने का आरोप लगाया ।

संगठनों ने इस बात पर खेद जताया कि  केंद्र तथा राज्य की सरकारें परित्यक्त कारखाने के पास प्रदूषित इलाके के वैज्ञानिक आकलन के जरूरी काम को छोड़ बेमतलब के कामों से भोपाल जैसे अन्य हादसे की स्थिति बना रही है ।

भोपाल गैस पीड़ित महिला स्टेशनरी कर्मचारी संघ की अध्यक्षा रशीदा बी ने कहा, “सितम्बर 2010 तत्कालीन पर्यावरण मंत्री ने पीथमपुर में कार्बाइड के कचरे को जलाने का विरोध इस आधार पर किया था कि इससे यशवंत सागर का पानी प्रदूषित होगा जो सारा इंदौर पीता है । हम उनसे पूछना चाहते हैं  कि इंदौर वालों  के पानी को  प्रदूषण से बचाने के लिए वह  क्या कर रहे हैं ” 

भोपाल गैस पीड़ित निराश्रित पेंशनभोगी संघर्ष मोर्च के अध्यक्ष  बालकृष्ण नामदेव ने तत्कालीन गैस राहत मंत्री श्री बाबूलाल गौर से यह जानने की मांग की कि उन्होंने पीथमपुर संयंत्र के क्षमता के संबंध में जो गंभीर आशंकाऍ  व्यक्त की थीं, उनका समाधान कैसे हुआ ? अक्टूबर 2012 में मंत्रियों के समूह की बैठक में श्री गौर ने पीथमपुर में भोपाल के कचरे का प्रायोगिक निष्पादन का विरोध इस आधार पर किया था कि यह देश के सबसे घटिया संयंत्रों में से एक है

भोपाल गैस पीड़ित महिला पुरुष संघर्ष मोर्चा के नवाब खां ने भी यह जानना चाहा कि पीथमपुर के निवासियों और पड़ोस के कारखाने के मजदूरों को चेताने और बचाव करने के लिए गैस राहत विभाग द्वारा कौनसे कदम उठाए गए ।  इन्हीं लोगों के बारे में इसी विभाग ने सर्वोच्च न्यायालय में 2013 में अपने हलफनामे में यह आशंका जताई थी कि उन्हें इस कचरे के निष्पादन से नुकसान पहुँच सकता है ।

भोपाल ग्रुप फॉर इनफार्मेशन एंड एक्शन की रचना ढिंगरा ने आशंका जताई कि वर्तमान में जारी निष्पादन के काम में सर्वोच्च न्यायालय के आदेशों की अवहेलना की जा रही है । उन्होंने कहा कि यह स्पष्ट नहीं है कि अब तक तो काम हुआ है और जो हो रहा है उसकी वीडियो रिकॉर्डिंग रखी जा रही है । उन्होंने इस बात पर ख़ास चिंता जाहिर की कि डायोक्सीन और फ्यूरन जैसे खतरनाक रसायनों  पर निगरानी रखने वाले केंद्रीय प्रदूषण नियंत्रण बोर्ड के विशेषज्ञ मौके पर ही मौजूद नहीं है । उन्होंने बताया कि इससे पहले प्रोयोगिक परिक्षण में 7 में से 6 बार पीथमपुर के लोगों को खतरनाक मात्रा में डायोक्सीन लगी थी ।

डाव – कार्बाइड के खिलाफ बच्चे की साफरीन खां ने कहा कि भोपाल का  कचरा पीथमपुर में जलने से भोपालियों का यूनियन कार्बाइड के जहरों से बचाव नहीं हो रहा क्योंकि यह ज़हर तो मिट्टी और भूजल में शामिल है ।  उन्होंने इलाके के गुणात्मक रिपोर्ट प्रस्तुत किए जिससे पता चलता है कि 2012 में इंडियन इंस्टिट्यूट ऑफ़ टॉक्सिकोलॉजी रिसर्च द्वारा चिन्हित 22 बस्तियों से कहीं बड़ा इलाका अब प्रदूषित हो चुका है ।

भोपाल में  यूनियन कार्बाइड हादसे के पीड़ितों ने उनके अस्पतालों में पुराने मरीजों के इलाज के लिए योग विधि द्वारा इलाज शुरू करने की माँग की। एक परित्यक्त योग केंद्र के सामने योग के विभिन्न मुद्राओं में पीड़ितों जिसमें से कई पुराने मरीज थे, ने राज्य सरकार द्वारा योग के नाम पर करोड़ों की बर्बादी की तरफ ध्यान खींचा।
