Lokayukta raids MPPCB chairman's residence

Dr VK Jain, Chairman of the Madhya Pradesh Pollution Control Board is the government official mainly responsible for helping Union Carbide evade it's environmental liabilities in Bhopal. Dr Jain has long maintained that the soil and groundwater in and around Carbide factory is not contaminated dismissing not only evidence of contamination from the Citizens Environmetal Laboratory, Boston, U.S (1990) and the Greepeace Report (1999) but also two reports from the State Government themselves (carried out by the Research Laboratory of the Department of Public Health Engineering.

There are many other bureaucrats and officials in the government who have been and continue to accept bribes in return for protecting Carbide's interests. These sucessful raids by the Lokayukta will hopefully reveal many more irregularities and lead to many more.



BHOPAL, FEB 20: The Special Establishment Police of the Lokayukta raided over 14 premises and offices of the Madhya Pradesh Pollution Control Board (MPPCB) Chairman VK Jain and unearthed papers related to properties worth more than Rs. 15 crore.

The raids were conducted at D-15, 74 bangalows residence of Jain around 6am on Tuesday and other 14 places across Madhya Pradesh and two cities in Maharashtra simultaneously. During the preliminary raids the Lokayukta sleuths discovered properties at Bhopal including a palatial bungalow and a luxury flat. A house at Indore, properties at Jabalpur, Katni, Nemuch and Gondia in Maharashtra was also discovered. Sources informed that properties worth crores of rupees were found as "Benami properties" acquired in the name of the in-laws. Sources claimed that a large number of complaints were pending against the Chairman for irregularities in the department including illegal appointments and bunglings. The sleuths found documents relating to disproportionate property at the city residence of VK Jain. They recovered property papers, bank pass books and other documents related to several bank lockers in different cities in the state.

These documents were recovered from the house of Jain at 74 bangalows, flat at Rachna Nagar and his office at Arera Colony opposite Habib ganj Police Station. The officials are searching further in the bank lockers at Indore and Maharashtra which could not be opened till late Tuesday. Sources informed that Properties worth more then Rs. 15 crore have already been unearthed while more property in the bank lockers is expected. They informed that the MPPCB Chairman was involved in a large number of irregularities committed at MPPCB and a pie of documents relating to these irregularities have also been seized by the officials. The officials also raided the premises of a number of the MPPCB Agarwal in this connection. They have recovered property papers, bank locker papers and bank pass books worth more than Rs. 3 crore from the residence of Agarwal, while further   investigations are underway, SP Lokayukta Kailash Makwana informed that the raids have been carried out at the residences and offices of both the chairman and member of MPPCB. he said that properties disproportionate of income have been recovered during the raids. The exact cost of properties will only be estimated only after the investigations are complete, he added. The statements of the two accused officials were recorded, while further verifications will be done.
