0. HEALTH CARE
1.1. Provide free health care to residents with groundwater contaminated by UC.
1.2. Scrap Rogi Kalyan Samitis in hospitals meant for people affected by UC.
1.3. Fill vacant posts for Specialists, Physicians, Paramedics,
Technicians.
1.4. Secure jobs at gas relief hospitals at par with regular government jobs.
1.5. Implement a Drug Policy for gas relief hospitals.
1.6. Increase budgets (at least 5Xs) for Ayurvedic, Unani, Homeopathic, Yoga treatments
1.7. Ensure adequate diagnostic and other equipment at gas relief
hospitals.
1.8. Computerize and network gas relief hospitals to improve treatment and administration.
0. ECONOMIC REHABILITATION
2.1. Initiate employment for 10, 000 survivors of the disaster in area already provided.
2.2. Ensure production of environment friendly products, in conditions suitable to survivor’s health.
2.3. Ensure available funds in government schemes for loans and grants for self-employment.
2.4 Ensure gainful employment of all persons trained by the Department of Gas relief.
0. SOCIAL SUPPORT
3.1. Provide Rs. 1000/- per month as social support to :
——3.1.a . gas affected families below poverty line
——3.1.b. destitute individuals above the age of 60 years.
——3.1.c. families of children with congenital malformations due to Union Carbide’s poisons.
——3.1.d. women widowed due to the gas disaster
0. SUPPLY OF WATER AND CONTAINMENT OF TOXIC WASTE
4.1. Ensure adequate supply of safe water in next 3 months to communities affected by ground water contamination as per the order of the Supreme Court of India.
4.2. Build walls around the factory premises and solar evaporation ponds.
4.3. Export waste inside the Union Carbide factory warehouses for final disposal in an OECD country.
4.4. Make public all information on contaminated ground water and soil
caused by UC. Ensure that “polluter pays” principle is enforced for clean up of toxic contamination in and around the Bhopal Union Carbide factory.
0. ADMINISTRATION
5.1. Ensure availability of funds for at least 30 years for long term
relief and rehabilitation of people poisoned by Union Carbide.
5.2. Set up an office for the Coordination Committee on Bhopal (CCB) under direction from the PMO.
5.3. Form sub-committees with representatives of survivors’ organiSations for oversight of work of relief and rehabilitation as decided by the CCB.
5.3. Ensure that survivors have priority for employment as staff in the Department of Gas Relief.
